ESMA (European Securities and Markets Authority) sets maximum leverage limits that all EU-regulated brokers must apply to retail client accounts. These are not broker settings — they are EU law under MiFID II. No EU-regulated broker can legally offer EU retail clients more than 30:1 on major forex pairs.

Offshore brokers advertise leverage of 500:1, 1000:1, or higher. These brokers are not regulated under EU/UK law, which means no negative balance protection, no investor compensation scheme, and no legal recourse if they withhold your funds.

For beginners, ESMA limits are a protection, not a restriction. High leverage amplifies losses as much as gains. Most experienced retail traders use leverage far below the legal maximum anyway.
